County Use Tax: As part of the coming 2026 election cycle, St. Louis County voters are expected to decide whether to approve a countywide use tax when they go to the polls in the August primary. Originally considered for an earlier ballot, the proposal was delayed due to issues with how the measure was written, and County Council members are now aiming to place it before voters in August instead of April. A use tax functions much like a sales tax on purchases made outside of state or online that are brought into the county, capturing revenue that otherwise might not be collected at the point of sale. Residents interested in this issue should watch for more information on the ballot language and details as the August election approaches, and plan ahead to be informed before casting their votes on this local tax proposal.

Neighborhood Preservation: Maintain gutters and downspouts by cleaning them at least twice a year (spring and fall) to remove leaves, twigs, and muck, preventing water damage and foundation issues. Ensure proper drainage by directing water at least 5 feet from the foundation.

Neighborhood Safety: The days are warming and getting longer. Please slow down as more people are out walking, riding, running, and playing. Be aware of increased sun glare and drive with caution.

Meetings & Reminders

March 16: Monthly BOA meeting at 7:30 pm at City Hall

March 28: Easter Egg Hunt at 1 pm at Horatio Park.

Thanks for reading and have a great weekend!

Be prepared for winter storms: A significant snowstorm is expected in the St. Louis area this weekend. Exercise caution and prioritize safety while traveling, walking, or clearing snow. If possible, please remain at home for your safety and to give time for all roads to be cleared. Here are some reminders to help ensure everyone stays safe and informed.

No street parking during snow events: Every street in Bel-Nor is designated as a snow route and will be plowed if 2"+ of snow is forecasted. A city ordinance requires that vehicles be removed from the streets to provide plows with the necessary space to clear the roads. If street parking obstructs the plow's path and makes it unsafe to operate, plowing will not occur, this includes pre-treating the streets. This precaution is taken to prevent potential damage to your vehicle. Keep your vehicle safe and get a clear street by moving your vehicle off the street prior any actual sleet/ice/snow.

Please pass this message onto neighbors that may not get the Chimes.

Power Outages: For faster service, please report outages directly to Ameren MO.

WINTER STORM SAFETY TIPS

  • Bundle up properly when going outside, use layers and cover as much skin as possible.

  • Use a broom to keep natural gas meters and piping clear during the winter. Never use a shovel, ice chipper, pole or similar tool or even hit your natural gas meter or piping as this may damage equipment.

  • Close curtains to keep heat from escaping through windows.

  • Be sure to check on elderly and disabled friends and neighbors.

  • Prepare an emergency kit with supplies (flashlights, radios, batteries, non-perishable foods, water, medicines, blankets, warm clothes, etc.) to use in the event of a storm.

  • Keep electronics charged (and back-up batteries) in case of a power outage.

  • Turn off the water to your hose spigot. Open your cabinet doors under your sinks to keep pipes from freezing.

  • Follow all directions on space heaters and be extra cautious when using.

Neighborhood Preservation: Interested in ways to improve your home’s energy efficiency? Consider a home energy audit. A home energy audit helps homeowners determine where their house is losing energy and money-and how such problems can be corrected to make the home more energy efficient. An energy auditor can check for leaks, examine insulation, inspect the furnace and ductwork, and perform a blower door test using an infrared camera Information about discounted or free home energy audits for income-qualified individuals can be found here:  Home Energy Audit web page

Neighborhood Safety: It’s a bustling season, so remember to secure your doors—both for your vehicles and your homes.
