​Here is a quick reference to frequently asked code questions, you can also download this by clinking the link above that provides more details.  These are in place to help all residents be a good neighbor and keep you, your neighbors, and the city safe. 

  1. Do not park on non-parking surfaces: front, back, or side yards. Parked on a paved surface, this includes vehicles, boats, RVs etc. 

  2. Building Permits are required from City Hall on the following: concrete/asphalt work, including steps, driveways, and driveway aprons; roofs, retaining walls, room additions, excavations, decks, utility buildings (sheds), dumpsters, pods, fences, and swimming pools.

  3. Utilities need to perform maintenance, fences need to have a gate to provide access to the utility right-of way.

  4. Bel-Nor requires occupancy permits, any time a person moves in or out by selling or renting, call the City for a permit.

  5. Renters need to renew occupancy permits annually. 

  6. Pets need to be registered annually with the City (on/before June 30th) and no more than 4 animals per household.

  7. All dogs defined as “dangerous animals” must be kept confined while on the owner's property and if taken off the property, the dog must be muzzled and, on a leash, no longer than 6 feet in length, specific liability insurance is required. 

  8. All trash needs to be in a bin and all trash bins need a lid. Put weekly trash/recycle/yard waste out no earlier than 4 p.m. the day before trash day and bring it in by 11:59 p.m. on trash day.

  9. High grass and weeds are not allowed; City ordinance states maximum height is 7 inches.

  10. Residents are responsible for clearing sidewalks and curbs. This cuts down on sewer back-ups, keeps streets clean, sidewalks passable, and happy neighbors when your leaves don't blow into their yard. 

  11. Can your address be seen from the street? It is required and allows for emergency responders (and Uber drivers) to find you.

  12. Curfew for persons ages 17 and under is between the hours of 9:30 p.m. Sunday through Thursday evenings and 11:00 p.m. Friday and Saturday evenings through 6:00 a.m. the following day.

  13. For- profit solicitors (e.g., door-to-door salespeople) must register and obtain a permit from the City of Bel-Nor. If one comes to your door and does not show proof of the permit, please contact the Police.

  14. If you want to run a business in your house, you need to contact the City to obtain a license.
